Foti (FOH-tee, n.): intangible beings in the shapes of humans.
Because they are intangible,
foti cannot physically touch (or physically harm) other beings, and vice versa. They can, however, touch other beings mentally.
Example: a
foti which appears to grip the hand of another being is able to lead the other being - not by pulling on their hand, but by giving them a deep, irresistable desire to move a certain direction.
The power of a foti grows and lessens depending on the moon phase and level of locational acceptance. Foti are a generally peaceable people.
Rule #1: Planar Travel
Foti are ruled by the phases of the moon. Each has a set of phases in which they belong to this plane (that is, the plane in which they're being played) ... each has a set of phases in which they belong to another. When the moon they're under waxes, they gain power. When it wanes, they lose power.

As a phase draws to a close, its associated foti have no choice but to leave the plane they're in. Their powers decrease greatly (see power sources below for a deeper explanation), and they may lose control over some of their abilities - often fading more and more into transparence as the last day progresses.
The plane in which foti spend the other half of their time is nameless, and what it contains is the most highly guarded secret of their highly secretive race.
Rule #2: Locational Acceptance
A
foti's power is partially governed by his or her location (see
power sources below for a deeper explanation). Acceptant places lend
foti power, while hostile places leech power away. These places have
no relation to the alignment of the people within them - an acceptant place can be filled with people who mean
foti harm; a hostile place can be filled with well-intentioned people. Much depends on what happened in the place ... what the area around the place is like ... what the intentions of the builders were ...
foti are sensitive to these things, and can tell almost immediately whether they're in a good or poor place.
Power Sources: Foti are
extremely powerful (did I say that loud enough? --
extremely powerful) when circumstances are right. When they're wrong, though, they can be robbed of every special ability they've got. Two things govern how strong they are at a given moment:
moon phase and
perception.
Foti are very weak at the beginning and ending of a phase (when the moon's almost completely waxed/waned), and very strong in the middle of a phase (when it's full or close to full). Perception's also very influential. When a foti's in a place where it's accepted - a place that's "friendly" to it - it can draw power from the good nature of the place, making it powerful. When it's in a place that's hostile to it, though, the opposite happens: its powers are leeched from it. This rule has to do with places, not people - a hostile place filled with well-meaning people will still drain a foti.
Abilities (in general) include:
- Elemental Control - generally, control of water (back to the moon thing again), but prodigies have been found in other areas, too.
- Psionics - telepathy, teleportation, and empathy come naturally to them.
- Enhanced Regeneration - it is, in some cases, possible to wound them; in these cases, they heal almost immediately.
Certain
foti may have other powers, as well. Use of these abilities does not drain them. Note that being in a hostile place or being at the end of their phase will deprive them of all of these abilities.
Most foti are alike in their personality characteristics. They are
peaceable, seldom having any skill or training in weaponry. They are
cryptic, and while
highly intelligent, keep so much to themselves that often they appear utterly dull-witted. Their abilities are often used unconsciously - if asked to go someplace, for instance, they will often teleport without a thought rather than walking. Most
foti have no clear alignment.
